Durban Review Conference - Adozione del Documento Conclusivo


Il Documento Conclusivo della Durban Review Conference e' stato adottato dall'Assemblea Generale della Conferenza il 21 aprile 2009. Commentando il positivo risultato raggiunto, l'Alto Commissario ONU per i Diritti Umani Navanethem Pillay non si e' fermata a cio' che e' stato fatto, ma, guardando verso il futuro, ha richiamato la Comunita' Internazionale a continuare la lotta contro ogni forma di razzismo, con Durban come punto di partenza. Il Documento sottolinea le molteplici sofferenze patite da diversi gruppi a causa di discriminazioni razziali, xenofobia e altre forme di intolleranza e propone alcune buone prassi che dovrebbero diventare gli strumenti attraverso i quali gli Stati lotteranno contro queste intollerabili politiche. Come l'Alto Commissario ha ricordato, il Documento Conclusivo "riafferma inequivocabilmente il ruolo positivo della liberta' di espressione nella lotta al razzismo e, nel contempo, deplora le stigmatizzazioni peggiorative degli individui basate su la loro religione o il loro credo". E questa speranza per il futuro ha toccato anche gli Stati che hanno deciso di ritirarsi dal processo di Durban: Navanethem Pillay, infatti, ha condiviso con l'Assemblea il suo personale desiderio di vedere come questi Paesi, nonostante la loro decisione, possano in futuro collaborare con la Comunita' Internazionale nella promozione di politiche anti-discriminatorie.
Yuri Boychenko, il diplomatico russo che ha guidato il processo di negoziazione durante la stesura del Documento Conclusivo, ha svolto un ruolo fondamentale: grazie a un aiuto attivo dato in particolare dalle delegazioni di Belgio, Egitto e Norvegia, infatti, e' riuscito a guidare il difficile processo negoziale verso un risultato decisamente soddisfacente. La positivita' del testo si nota anche dal consensus che esso ha ricevuto nella votazione, cosa che senza ombra di dubbio mette a tacere le notizie di fallimento che hanno quasi sempre accompagnato sia il processo vero e proprio, sia la Conferenza appena conclusasi. Vi sono, infatti, diversi elementi positivi da mettere in risalto:
  • l'impegno politico volto a incrementare la Dichiarazione di Durban e il suo Piano d'Azione e' stato rafforzato;
  • il testo mette in evidenza le numerose sofferenze patite da diversi gruppi a causa di intolleranze discriminatorie;
  • vi sono presenti numerose buone prassi da adottare con la finalita' di porre fine ai comportamenti discriminatori;
  • si riafferma il ruolo fondamentale della liberta' di espressione nella lotta la razzismo;
  • si da avvio a un processo che vuole esaminare i progressi compiuti dagli Stati nel campo della lotta all'incitamento all'odio razziale.

On the 21th of April, the anti-racism Durban Review Conference adopted its final Outcome Document by consensus. The High Commissioner for Human Rights warmly welcomed the latest development and called upon the International Community to continue the fight against all form of racism. The Outcome Document highlights the increased suffering, since 2001, of many different groups of victims of racism, racial discrimination, xenophobia and similar form of intolerance. It identifies shares and disseminates some best practices in the fight against racism. As the High Commissioner pointed out, the Outcome Document "unequivocally reaffirms the positive role of freedom of expression in the fight against racism, while also deploring derogatory stereotyping and stigmatization of people based on their religion or belief". It launches a process that will examine how the prohibition of incitement to hatred, as reflected in the Article 20 of the International Covenant on Civil and Political Rights, has been implemented in various part of the world. Navi Pillay shared her will with the Hall saying that she hopes that those who decided to stay away from the Conference will join the International Community again soon in the fight against these scourges.
A pleasant surprise of the Conference was mr. Yuri Boychenko, the Russian diplomat who claired the negotiations process in drafting the Outcome Document. His role was fundamental to allow a successful achievement of the final Outcome Document and he deserved a lot of credit for the way the text has evolved. A relevant role was played by Belgium, Egypt and Norway, which have helped to manage the process, and other Governments that have rallied and supported their efforts. After two days of High Level Segment the Outcome Document of the Durban Review Conference was adopted, as above mentioned, by consensus. This adoption by consensus has been the right answer to the disinformation and misinformation that had raged throughout the Preparatory Process. Among the most valuable additional elements contained in this Outcome Document were:
  • it reinvigorated the political commitment to the implementation of the Durban Declaration and Programme of Action;
  • it highlited the increased suffering, since 2001, of many different sorts of victims of racism, racial discrimination, xenophobia and similar form of intolerances;
  • it identified, shared and disseminated some best practices in the fight against racism;
  • it unequivocally reaffirmed the positive role of freedom of expression in the fight against racism, while also deploring derogatory stereotyping and stigmatization of people based on their religion or belief;
  • it launched a process that will examine how the prohibition of incitement to hatred, as reflected in Article 20 of the International Covenant on Civil and Political Rights, as been implemented in various part of the world.

Durban Review Conference - High Level Segment


Durante questi giorni, l'Ufficio Diritti Umani FMA di Ginevra sta seguendo l'High Level Segment della Conferenza di Revisione di Durban, momento in cui gli Stati partecipanti, rappresentati ai più alti livelli, presentano all'Assemblea la loro posizione riguardo il processo in esame. L'inaugurazione della Conferenza è stata affidata al Segretario Generale delle Nazioni Unite Ban ki-Moon, al rappresentante del Presidente dell'Assemblea Generale dell'ONU Francisco Jose Lacayo, al Presidente del Consiglio dei Diritti Umani Martin Uhomoibi a all'Alto Commissario ONU per i Diritti Umani Navanethem Pillay. I partecipanti hanno sottolineato sin da subito il buon compromesso raggiunto durante i lavori del Preparatory Committee, il gruppo di lavoro che ha visto impegnati i delegati dei Paesi partecipanti nel tentativo di stendere il testo definitivo della Conferenza, ma, nonostante questo, alcuni Stati hanno deciso di non partecipare ai lavori conclusivi del processo. Infatti, avendo avuto la possibilità di dialogare con alcuni Rappresentanti di Stato durante i momenti informali della Conferenza, abbiamo avuto la percezione che una scelta simile non sia stata capita sino in fondo, lasciando così spazio a interpretazioni dissonanti rispetto al clima che si respirava. Infatti, nonostante vi siano stati alcuni momenti di tensione, i lavori si sono svolti in modo semplice, e da più parti si sono levate parole di apprezzamento sia per gli obiettivi raggiunti, sia per l'importanza che al giorno d'oggi una convenzione contro il razzismo e contro qualsiasi altra forma di discriminazione può avere.



In these days, the Human Rights Office IIMA is attending the High Level Segment of the Durban Review Conference. The High Level Segment is a session during which the high Representatives of the States (Ministers of Foreign Affairs, Presidents, Prime Ministers) present their point of view about the process. The General Secretary of the UN, mr. Ban ki-Moon, opened the Conference, and his speech was followed by the statements of mr. Francisco Jose Lacayo, who was acting for the President of the General Assembly of the United Nations mr. Miguel d'Escoto, of the President of the Human Rights Council mr. Martin Uhomoibi and of the speech of mdm. Navanethem Pillay, UN High Commissioner for Human Rights. Even if the draft report edited by the Preparatory Committee is balanced, some States decided to not partecipate at the Durban process, and this decision astonished the majority of the delegations. In fact, a large number of Representatives praised the goals achieved by the Conference basing on the fact that nowadays a convention against racism and related intolerances is fundamental to promote and to protect Human Rights.

Visite all'Ufficio - Graziella Curti e la Comunita' di casa Madre Canta

Il 17 aprile 2009 Graziella Curti e altre FMA provenienti da 23 diversi Paesi hanno approfittato di un viaggio a Ginevra per venire a conoscere le attivita' e l'operato dell'Ufficio Diritti Umani dell'Istituto. Per noi questi momenti hanno una grande importanza: MariaGrazia Caputo, infatti, ha potuto presentare la struttura dell'Ufficio, il nostro lavoro alle Nazioni Unite e gli obiettivi futuri.

Today, 17th of April 2009, Graziella Curti and other FMAs coming from 23 different States visited the Human Rights Office IIMA in Geneva to know our activities and works. It was an important meeting for us: in fact, MariaGrazia Caputo could present the Office's composition, our days at the UN and the goals of the bureau.

Durban Review Conference


La Durban Review Conference che avra' luogo a Ginevra tra il 20 e il 24 aprile e' un meeting che ha come obiettivo la valutazione dei passi compiuti dagli Stati verso l'effettiva implementazione della Convenzione contro il Razzismo, la Discriminazione Razziale, la Xenofobia e le Altre Discriminazioni firmata nel 2001 a Durban, in Sud Africa. L'Ufficio Diritti Umani FMA di Ginevra sara' presente al dibattito, come lo e' stato durante i lavori preparatori che si sono svolti durante questi giorni, e vi terra' aggiornati sull'evoluzione del processo. The Durban Review Conference, to be held in Geneva, Switzerland, 20-24 April 2009, will evaluate progress towards the goals set by the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance in Durban, South Africa, in 2001. The Human Rights Office-IIMA will be present at the meeting, as it was present during the preparatory process, and it will keep up to date the blog. Presentando l'Ufficio


Missione:
favorire – stabilire – costruire vincoli tra l’Istituto delle FMA (IIMA) e il Consiglio dei Diritti Umani (Nazioni Unite) per collaborare in modo efficace nel rispetto, promozione e difesa dei diritti umani dei bambini,giovani,donne in situazione di povertà, rischio,vulnerabilità.

Obiettivi:
- promuovere e rendere reale il Diritto all’Educazione come diritto universale;
- influire nella elaborazione delle politiche educative all’interno del Consiglio dei Diritti Umani.

Strategie:
- formazione delle FMA e dei laici collaboratori;
- visibilità di quanto si fa nell’Istituto per rispondere ai bisogni educativi;
- impostazione e lavoro in rete tra comunità FMA, Ong di ispirazione cattolica (o che hanno gli stessi obiettivi) e governi.
